Festival regulations


1. Purpose

The XXXVIIIth Kyiv International Film Festival Molodist will be held in Kyiv from 18 to 26 of October 2008. The Festival is a legal entity belonging to the Union of Filmmakers of Ukraine, which sets out:

  • to analyze the main trends and tendencies in the work of young filmmakers around the world
  • to establish and broaden creative contacts between young filmmakers and between film schools
  • to recognize new personalities in modern film art
  • to integrate Ukrainian film into the global process of cinema art and industry

2. Sections of festival and eligibility of films

Competition


a. The annual festival competition consists of three categories:

  • student films (less than 45’)
  • first professional short (fiction, animation, documentary) films (less than 45')
  • first professional full-length fiction (60' or more)

b. All films produced after 1st of January 2007 at professional studios or film schools made on 16 or 35 mm film are eligible for competition.
c. Films that have participated and have been awarded prizes in other festivals may be submitted for competition.

Non-competition


The festival will also present a non-competition program that may include any of the following elements:

  • Ukrainian panorama 2007-2008
  • Retrospectives of film schools and prominent filmmakers
  • Festival of Festivals
  • New Russian Cinema Today
  • French Cinema Today
  • German Boulevard
  • Special Events

3. Entry and Selection

a. To enter, return the completed entry form with a VHS or DVD copy of the film and the documentation requested in the film entry form (see Chapter 5) to the festival address with a tag saying «NO COMMERCIAL VALUE — FOR CULTURAL PURPOSES ONLY». Each film needs to have English-language subtitles.
b. Films will be selected by a Selection Committee, appointed by the Board of Directors.

4. Dates and Deadlines

  • 1st of July 2008: Deadline for videocassettes, DVDs and documentations
  • 20th of August 2008: Selection Committee will announce its decision
  • 20th of September 2008: Deadline for requests for accreditation
  • 10th of October 2008: film copy delivered to the Kyiv IFF Molodist office
  • October 18–26, 2008: festival dates
  • by November 15, 2008: return of prints

5. Documentation

a. Each film received by the Festival needs to have detailed documentation in English, including:

  • synopsis of the film
  • biography and filmography of the director
  • cast and technical information
  • stills from the film (digital hi-res images (JPEG, TIFF)
  • photos of the director (digital hi-res images (JPEG, TIFF)
  • list of dialogues

b. Festival will not return any of these materials excluding special agreements.

6. Insurance

Festival films will be insured the amount of their print value by the festival during the period the films are in the festival's care. Coverage takes effect from the registration of the film's arrival in Kyiv until they are handed over to a forwarding agent for return dispatch.

7. Obligations of the Festival

a. Festival guarantees the right presentation of the film in all informational issues that will be printed during the Festival such as catalogue, program, web-site etc.
b. Festival guarantees to participant that during the Festival itself no film selected may be screened outside the Festival venues before its official presentation.
c. Festival has obligation to prevent all film materials from screen capture and piracy during selection process and screenings according to FIAPF standards (Chapter IV, article 8 of the Regulations for International Film Festivals).

8. Shipping

a. Mail the materials and copies to:

b. The Board of Directors suggests that applicants send films and accompanying materials through their country's consular channels. Should films be sent by mail or by courier, they must be marked «For cultural purposes only. No commercial value» and be valued less than 15 USD.
c. Costs for shipping films to the festival are borne by the applicant. The cost of return will be borne by the festival. The Board of Directors will undertake to return the prints within two weeks of the festival's ending.

9. Jury

a. The Board of Directors will form an international jury, which will work according to the regulations for an international film festival (Regulations for International Film Festivals by FIAPF) and the rules and regulations of IFF Molodist.
b. FIPRESCI and FICC as well as other juries can be also presented on festival.

10. Awards

a. The competitive films will receive the following prizes to the directors:

  • Grand Prix for the best competition film (10 000 USD and the statuette «The Scythian Deer»)
  • prize for the best feature film (a monetary award or material prize of 2 500 USD)
  • prize for the best short (fiction, animation, documentary) film (a monetary award or material prize of 2 500 USD)
  • prize for the best student (fiction, animation, documentary) film (a monetary award or material prize of 2 500 USD)
  • prize for best performances by a young actor (1 000 EUR)
  • festival diplomas
b. Other awards:
  • Lifetime-achievement prize from Board of Directors
  • Audience prize
  • FIPRESCI jury prize (in case of its presence on festival)
  • «Don Quihote» prize (in case of presence FICC jury)
  • Ecumenical jury prize (in case of its presence on festival)
  • International Fund «Ukraine 3000» prize for the significant contribution to the Ukrainian cinematography.

11. Invitation and Attendance

a. Directors whose films have been selected for competition are invited as participants for 4 days (3 nights in hotel). Room and board in a hotel for only one representative per film will be provided by the festival. Exceptionally, travel costs can be covered.
b. Applications for accreditation as a guest must be received by September 20, 2008.

12. Promotion and advertising

The Board of Directors provides space for advertisements and public information at no charge to festival films and organizations participating in the festival and at a fixed price for all other bodies.

13. Non-specified cases

Cases not covered by these regulations will be considered directly by the festival organizers in compliance with the regulations for an international festival (Regulations for International Film Festivals by FIAPF).
